She was elected to represent Ward 8 in the D.C. Council in 1976, and she served four consecutive terms.<BR/><BR/>She and her husband, the late Dr. Calvin Rolark, founded the United Black Fund, which provides funding to community-based organizations. The Rolarks also founded the Washington Informer weekly newspaper in 1964.<BR/><BR/>On Tuesday, D.C.
